James Hausman joined PTM Consulting, Inc. as its first employee in 1989, and currently serves as President of Assessment Technologies, Ltd. (its successor) concentrating his practice in “complex” commercial property tax issues.
As an integral member of the Business Development and Management teams of Assessment Technologies, James has participated in the development of: an in-house database system compatible with those systems employed by various appraisal districts; systems to transfer mainframe and microfiche data to PC based systems; experimental research techniques to refine client development prospecting; and most recently, a Web server connection for existing clients to facilitate ease of communication with Assessment Technologies.
James is a licensed Senior Property Tax Consultant and is considered an expert throughout Texas in property tax issues relating to the medical and healthcare industries. In addition, James is a member of various professional organizations, including the Institute for Professionals in Taxation (IPT) and the Texas Association of Property Tax Professionals (TAPTP).
James is a 1986 graduate from Texas A & M University and received his Bachelor of Science degree in Economics.
John LammertExecutive Vice President
John Lammert joined Assessment Technologies initially as an expansion of the Complex
Property Division of the company but later to develop and expand the Bankruptcy Consulting Practice.
Since joining Assessment Technologies, John has been involved in securing new clients and actively working on a day-to-day basis on large commercial and complex projects as well as as bankruptcy projects for such firms as Fairpoint Communications, Rackspace Hosting, Formica Corporation, Foamex, Winn-Dixie Stores Inc., Buffet Holdings, Inc., Tronox, Interstate Brands, Safety-Kleen and Eddie Bauer (Spiegel), to name a few. Through this process, the Assessment Technologies has adjusted over $70 million in tax in over 400 jurisdictions nationwide.
His background is diverse, having worked in various areas of the real estate industry including appraisal, asset management, investments, capital markets and development.
John was previously employed at USAA Real Estate Company serving as Executive Director of Real Estate Investments. In this role, he served as the development manager of all build-to-suit projects for the company. This includes over $350 million in new construction for companies such as INVESCO Funds Group, Southwestern Bell, Federal Express, Kraft Foods, Inc., AmeriServe Foods, Inc., Sweetheart Cup, Barjan Products and USAA. In addition he has also played an active role in the acquisition of over $160 million of existing office and industrial projects for the company.
He has also served as the Capital Markets Manager in the Capital Investments department. That position entailed extensive financial analysis for investments in real estate asset, real estate mortgage loans, stock transitions and capital markets activities for the company. He served as a primary point of contact for USAA Real Estate Company in those various market activities.
John received his Bachelor of Business Administration in Finance from Southwest Texas State University (now Texas State University) in 1986. He earned both the Member of the Appraisal Institute (MAI) and the Senior Residential Appraiser (SRA) designations of the Appraisal Institute. He holds a Texas Real Estate Commission Salesman license and is certified by the State of Texas Appraisal Licensing and Certification Board.
Patrick C. Howard, CCIM, CMISenior Vice President
Patrick C. Howard serves as our Senior Vice President in charge of our West Coast Property Tax Group.
He specializes in the appeal of large commercial & industrial properties for larger national clients, including Safeway, Dial Equities, & Heitman-Lillibridge. Patrick has more than twenty-three years’ experience in the ad valorem tax industry and has been associated with Assessment Technologies Ltd for over fourteen-years.
Mr. Howard holds the distinguished Certified Commercial Investment Member designation from the CCIM Institute and is also a Certified Member of the Institute for Professionals in Taxation. Patrick is a Certified General Real Estate Appraiser in both Texas and Washington and is also registered as a Senior Property Tax Consultant by the Texas Department of Licensing & Regulation (TDLR). He also maintains numerous professional memberships, including the Institute for Professionals in Taxation (IPT), the National Association of Realtors (NAR), and Washington State CCIM Chapter.
Mr. Howard has continued his education through various institutions over his career, including several Appraisal Institute courses, as well as, courses from the CCIM Institute, IAAO, IPT, Karrass School of Negotiating, The Columbia Institute, McKissock School of Real Estate, TAAO, TAPTP, and the Real Estate Center at Texas A&M.
He is a graduate of Dallas Theological Seminary with a M. A. in Biblical Studies.
John A. Pelayo, CCIM, CMISenior Vice President
John A. Pelayo is the head of the Property Tax Group within Assessment Technologies Ltd specializing in the appeal of large commercial & industrial properties.
He oversees a staff that handles the administrative appeals on a multi-state level for an expansive commercial portfolio.
John has more than twenty-five years’ experience in the ad valorem tax industry and has been associated with Assessment Technologies Ltd for over twenty years. Prior to joining the firm, John was a member of the commercial appraisal staff of the Bexar County Appraisal District.
Mr. Pelayo holds the distinguished Certified Commercial Institute Member (CCIM) designation from the CCIM Institute and also is a Certified Member (CMI) of the Institute for Professionals in Taxation.
John is registered as a Senior Property Tax Consultant by the Texas Department of Licensing & Regulation and maintains numerous professional memberships, including the Institute for Professionals in Taxation, the Texas Association of Property Tax Professionals, the National Association of Realtors, and the Urban Land Institute.
Mr. Pelayo is a licensed Texas Real Estate Broker and maintains active involvement in all aspects of commercial brokerage. In addition, he serves as a volunteer on the Alumni Schools Committee of the Princeton Club of San Antonio and is a member of the ‘Pillars’ Club of Central Catholic High School. John is a graduate of Princeton University in Princeton, NJ, with an A.B. degree in Economics.
Tanya ShannonSenior Account Manager
Tanya Shannon is our Senior Account Manager and plays an active role in working with the Company’s diverse client base to insure a high-level of customer satisfaction.
In addition to her role as a Senior Account Manager, she is also active in business development and expansion of the company’s existing portfolio.
Tanya manages a portfolio of local and national clientele consisting of nearly $2 billion in taxable market value. Some of her clients include Rooms To Go, Dial Equities, American Assets, REATA, Univision and SSFCU, to name a few.
Mrs. Shannon has been in the ad valorem tax industry for over sixteen years and has been associated with Assessment Technologies Ltd for over thirteen-years.
Tanya has been a member of CREW (Commercial Real Estate Women) and BOMA (Building Owners Management Association) for almost 10 years and has served in the capacity of a Community Services Committee Chairperson on more than one occasion.
Micah GalindoVP of Legal
Micah Galindo serves as in-house counsel, managing our clients’ litigation matters and providing expert legal advice to our firm with specific focus on the Bankruptcy Consulting Practice.
As an outside counsel veteran, he understands what is needed in the sophisticated tax litigation process, partnering with outside counsel to leverage every advantage for our clients.
Micah’s expertise in complex real estate and property litigation matters has allowed him to develop a niche motion practice with his boutique law firm.
He has a diverse background of representing individuals, businesses, state banks and large financial institutions, which includes serving as outside litigation counsel to Green Tree Servicing, Ditech Financial, Bank of New York Mellon, Chase Bank, and Bank of America.
Mr. Galindo is admitted to practice law in Texas and Hawaii, before the United States District Courts for the Western District and Southern District of Texas, and the Fifth Circuit Court of Appeals.
Micah received his Doctor of Jurisprudence and Master of Arts in International Relations from St. Mary’s University and graduated from the University of Texas at San Antonio, where he earned a Bachelor of Arts in Political Science.
